A bachelor's degree in electrical engineering or a related field is preferred, or at least the pursuit of such a degree.
Is prior experience with CADD necessary for this role?
While CADD experience is greatly preferred, it is not strictly required.

Yes, being LEED Accredited is preferred for this position.
