Responsibilities

  • Serves as the Dow representative for specific contracts and/or contractor companies.
  • Focal point for contract knowledge transfer from Purchasing to enable management of the contractor/service delivery based on the terms and conditions of the contract including full rate awareness to enable accurate invoice verification.
  • Understand roles and responsibilities (RACI) for contract labor/contractor service delivery validation and invoice verification.
  • Interfaces with area’s subject matter experts (SME) to assess the contractor’s technical qualifications for the contracted service.
  • Serve as Focal point for contract terms for other roles and function that may need contract information to manage activities and invoices.
  • Actively participates in department, Turnaround, and other function teams/meetings to fill Contract Administration role.
  • Actively participates in RCIs for aligned contractors to ensure true root cause is determined, actions are identified, and gaps are closed.
  • Assists Purchasing, by providing functional or technical expertise, in support of determining safety and health criteria and the most cost-effective means for supplying services for the site.
  • Attends and actively participates in contractor safety meetings to drive improvements, leverage Dow expectations, and communicate key learnings as appropriate.
  • Communicates with businesses and work requestors within Operations, Maintenance, and Turnaround, in alignment to defined work processes, to optimize services.
  • Conducts random Quality Assurance/Quality Control audits for defined deliverables specified in the contract.
  • Ensures contractor performance is being monitored and contractual obligations are met in accordance with terms of the agreement.
  • Ensures documentation on department websites, file shares, and SharePoint are the most current version and kept within record retention.
  • Report metrics to various Dow reporting processes.
  • Assists to ensure worked man hours are reported to EH&S for the calculations for site data.
  • Manage and track cost flow associated with the service including payment of invoices, resolution of supplier payment issues, etc.
  • Networks with other sites / resources to achieve Most Effective Technology (MET) on site for the identified service contractor programs.
  • Performs field observations/audits to ensure safety, quality, productivity, and communication is effective during daily maintenance and turnaround execution.
  • Work with service contractor to ensure adequate response to Quality Service and Product Performance (QSPP) entries. Report progress and support follow ups to drive QSPP closure.
  • Participates in the development of the annual PO strategy and is responsible for the overall tracking and management of the Annual Framework Purchase Orders (AFWPO).
  • Partners with CTE to monitor supplier billing, as needed.
  • Provide back up support for other Contract Administrators in department, as needed.
  • Fosters a continuous improvement mindset.
