Responsibilities

  • Acquisition Due Diligence - Initiate and complete all necessary due diligence, including oversight of engineering and other consultants. This includes:
  • Review and approve fee & tech and development budgets for new properties
  • Review and develop project timelines for new community openings
  • Review, analyze, and summarize all risks, i.e.; environmental, political, entitlement, engineering, and/or development related
  • Site Development Management
  • Review and approve all construction schedules, engage in weekly reviews of schedule compliance and approve schedule updates.
  • Lead land planning, entitlement and engineering process for all acquisition targets,
  • Schedule and conduct contract and scope of work briefing meetings,
  • Schedule and conduct pre-construction meetings with subcontractors, governmental agencies, utility companies, consultants etc.,
  • Coordination of governmental officials and inspectors, consultants, subcontractors, construction staking providers in execution of site development tasks and obtaining necessary permits for site development,
  • Monitor subcontractors’ work and/or utility companies’ work for compliance with construction schedule and workmanship, and
  • Review, approve and update and maintain budgets for each project, and make monthly adjustments to budgets with NAPA and Division accounting personnel
  • Provide weekly update on project status.
  • Supervise Project Managers and conduct weekly progress meetings of project staff as well as monthly budget updates of all open projects
  • Engineering And Forward Planning Consultants - Manage The Efforts Of The External Team Of Consultants And Internal Employees During The Entitlement Process For All Communities Post Land Committee Approval. This Includes
  • Contract and management of consultant teams to design all aspects of new communities.
  • Management of the submittal process from preliminary through final plat
  • Preparation and management of schedules associated with the entitlement process
  • Update and manage the forward planning tools such as Ant Tracks
  • Preparation of reports and studies as may be required.
  • Work jointly with the Land Development, Legal, Construction group in the review, design and evaluation of all land planning activities
  • Land Entitlement and Government Approvals - drive the legal process of obtaining approvals for development plans. This includes:
  • Review and processing of land use changes, zoning changes, preliminary & final plat approvals, etc
  • Work with staff and elected bodies to manage approval process.
  • Presentations to governmental councils, commissions and division meetings.
  • Creating and managing relationships with governmental agencies
  • Preparation of and negotiating municipal annexation and development agreements.
  • Tract Acceptance And Bond Exoneration
  • Schedule and participate in municipal inspections to achieve final acceptance of improvements,
  • Address municipal punch-list items for tract acceptance,
  • Follow-up with municipal agencies to obtain final sign-off letters for bond exoneration, and
  • Participate in bond exoneration meeting as necessary
  • Coordinate turnover punch list items with HOA’s at completion of the subdivision.
  • General Management Responsibilities
  • Prepare Bid Form, Bid Spread, Bid Analysis & Recommendation for Bid Award for Approval,
  • Contracting Drafting & Administration,
  • Review and approve subcontractors’ and consultants’ progress billings,
  • Review and negotiate subcontract change order requests and provide recommendation for approval or denial,
  • Provide cost impact to budget due to change orders and participate in monthly land development budget update meeting, and
  • Work with Acquisition team on feasibility analysis of new projects preparing cost estimates and value engineering plans for new projects
  • Directly responsible for the overall HOA process from document preparation, oversight of Management Companies, serving on HOA Boards, and the orderly turnover to resident controlled Boards on completion of home building operations
  • Lead and conduct the New Community meetings on a weekly basis
  • Work with VP of Land on any CDD related matters in which the Division is involved
  • Ensure compliance with Corporate policies on all auditable files for Land Development department.
