  • - Education: There is no substitution of education for specialized experience for this position.
  • - Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization.
  • - To be creditable, this experience must have equipped the applicant with the qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.
  • - Experience which provided a comprehensive working knowledge of and skill in performing the functions related to position classification, compensation, recruitment and placement, human resources development, employee relations and benefits, and labor management relations in the federal government.
  • - Experience which provided knowledge of the correctional environment and the issues therein which impact human resources policy.
  • - Experience with the agency's negotiated labor/management contract and the agency's organizational structure.
  • - Experience which provided knowledge of federal human resources regulatory references.

  • - Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position.
  • - To regain coverage, individuals must return to a position with "primary" coverage.

Responsibilities

  • - Provides assistance to other specialists in the section and is a resource for other staff pertaining to difficult and unique problems involving human resource management and related issues.
  • - Assumes and directs special projects and/or workgroups in functional areas as directed.
  • - Coordinates assignments as necessary with specialists, the Department of Justice, or with other agencies in identifying and resolving unusual and complicated issues.
  • - Responsible for providing technical guidance to the Director, Assistant Directors, Supervisors, and line staff.
  • - Provides guidance, oversight, and direction as a subject matter authority on specific human resources office issues.
