Responsibilities

  • Communications Plans, Message Development/Implementation and Content Management: Leads the development and implementation of comprehensive strategic communications plans in support of CITGO and brand (light oils and lubricants) priorities, with the goal of establishing, advancing and maintaining a favorable corporate and brand image and reputation with target audiences, including employees, investors, public officials, opinion leaders, customers (CITGO Marketers and Retailers), consumers and media. Oversees, develops and implements integrated communications campaigns and strategies on corporate priorities and brand content for integrated consumer marketing campaigns and vehicles. Manages internal and external resources to create compelling internal/external multi-media (advertising, PR, social) campaigns that produce the most reach and frequency within the assigned budget.
  • Writes, edits and/or approves, disseminates and coordinates messaging on issues or programs for use by all communications representatives in the company, including talking points, FAQs, statements, news releases, blog posts, letters, alerts, financial/performance reports, and other documents. Responsible for ensuring key corporate message points are being disseminated clearly and consistently, in a manner that resonates with key audiences. May conduct pre- and post- research to test messaging and its effectiveness. Collaborates and coordinates with the Marketing/Brand team to ensure alignment and create synergies across all media platforms. Ensures content is accurate and refreshed across all CITGO social media platforms, and CITGO Connect (Intranet/Sharepoint) and www.citgo.com, at all times.
  • Media Relations: Works with CITGO Business Units and PR agency to develop annual editorial calendar and manages its execution. Supervises the media relations, digital and social media position, guiding the development of creative, compelling press releases/news stories and related digital content for distribution across paid, earned, shared and owned media. Reviews and edits all internal and external stories for publication in external media and internal communication tools. Responsible for coordinating all press conferences and ensuring accuracy of all speeches from CITGO executives. Serves as the primary contact and spokesman for local, state and national news media inquiries on company activities and events and develops editor/reporter contacts in order to maintain relationships with key media.
  • Management of Internal Communications as Primary Audience: Works with CITGO business units to plan, develop, prioritize and implement messaging to employees in an organized manner, using appropriate vehicles (internal digital news such as Houston News, CITGO Today, CITGO Connect (intranet/sharepoint), screensaver and/or video monitors, or other traditional medium such as posters, banners, brochures) to ensure communication is received and not lost through the clutter. To that end, Manager works to develop and maintain a communications calendar.
  • Issues and Crisis Management: Anticipates and manages issues and threats to the reputation of CITGO and the reputation of the CITGO brand through retail related issues, proactively prepares for potential issues, and responds quickly to unforeseen issues, in coordination with multiple departments and internal stakeholders. If necessary, quickly organizes, manages and leads cross-functional teams. Based on the magnitude of the issue, implements and facilitates use of the company's Crisis Management Plan (refineries, terminals and retail). Maintains and updates the Crisis Management Plan for refinery response. Participates in and contributes to crisis communications planning, including crisis management training, coordination with business continuity, and the development and implementation of crisis simulation exercises for senior leadership team and related subject matter experts.
  • Staff and Budget Management: Supervises the daily activities of staff to ensure workloads are distributed appropriately. Manages relationship with external vendors such as public relations firms, videographers and photographers, to ensure projects meet the specified objectives and timeline. Manages internal and external resources to ensure all projects are completed on time. Responsible for development of employees as well as coaching and completing performance reviews. Responsible for managing all cost centers related to corporate communications activities.

Headquartered in Houston, Texas, CITGO Petroleum Corporation is a recognized leader in the refining industry with a well-known brand. We own and operate three large-scale, highly complex petroleum refineries with a total rated crude oil refining capacity of approximately 807,000 bpd, located in Lake Charles, Louisiana, Corpus Christi, Texas and Lemont, Illinois. Our refining operations are supported by an extensive distribution network, which provides reliable access to our refined product end-markets. We own 30 active refined product terminals with a total storage capacity of 7.8 million barrels and have equity ownership of an additional 3.5 million barrels of refined product storage capacity through our joint ownership of an additional 8 terminals, spread across 21 states. In addition, we own or have an equity interest in four additional terminals, consisting of approximately 1 million barrels of refined storage capacity, which are currently inactive or only utilized to store feedstocks used in refining operations. We also have access to more than 150 active third-party and related-party terminals through exchange, terminalling and similar arrangements. Our retail network consists of approximately 4,200 independently owned and operated CITGO-branded retail outlets located east of the Rocky Mountains.
