Responsibilities

  • The Project Manager (PM) will plan, lead, and manage projects, working in partnership with the Principal Investigator and project team members. The PM coordinates regular communication of project technical and programmatic status with the external client. They status project tasks against established performance metrics beginning with assigning resources, delegating tasks, and monitoring the work efforts of technical staff. The PM works closely with business development staff and leads proposal development efforts for materials-related projects. The PM:
  • Defines project requirements and identifies all elements of cost, schedule and technical performance.
  • Develops the Work Breakdown Structure to a level sufficient to identify all the work required for task or project completion.
  • Serves as point of contact for both scientific and financial discussions with clients.
  • Establishes and maintains client relationships.
  • Hosts client visits and is adept at facilitating virtual meetings.
  • Assigns work to team members. Assesses the impact of scope, schedule and budget change requests and takes requisite action. Ensures that the task is maintained within the scope, budget, and schedule of the baseline agreement.
  • Works with management and PM Leadership to lead proposal efforts, describing the problem to be solved, the proposed solution approach and associated client benefits.
  • Has a working knowledge of contractual issues relative to the task being managed relevant to scope of the work, deliverables required, and their scheduling.
  • Prepares and makes presentations to internal management and to external customers to provide reviews and updates on technical status, cost, and schedule.
  • Has a basic understanding of risk management fundamentals and terminology. Applies processes and procedures to identify, analyze, classify and mitigate the prioritized project risks.
  • Stays abreast of and executes Project Management best practices (e.g., Earned Value Management). Understands and executes relevant Quality System requirements such as Project Management Plans, data management, and procurement.
  • Maintains a basic understanding of and ensures compliance with applicable government and industry regulations.
  • Experience applying fundamental project management practices and techniques to manage technical projects related to advanced materials development and/or product development.
  • Independent thought and ability to identify and resolve problems associated with the development and implementation of complex projects and programs.
  • Understanding of project accounting practices to support financial and procurement management.
  • Ability to plan and organize tasks with attention to detail.

Coordinates the selection of proposal team member organizations (strategic partners, sub-contractors, universities, divisions, etc) and the efforts of the proposal team to formulate an offering that persuasively presents the project approach that meets the client needs and documents the value created for the client by this approach at a competitive price.
  • Impacts contract negotiation activities and has a strong working knowledge of contractual issues relative to the project being managed relevant to scope of the work and scheduling and subcontracts.

  • Directs project risk planning.
