Responsibilities

  • Developing a strategic understanding of the business, its stakeholders and deliverables.
  • Building and maintaining relationships across the Department and with HMT
  • Leading on areas of ownership for preparation and delivery of Spending Review and Fiscal Events, e.g. may represent a specific area of the Department
  • Adding insight to financial data to support key discussions across the Department and with HMT
  • Providing guidance and coordination with other finance functions on HMT priorities and requirements
  • Leading the drafting for briefing to seniors (Senior Civil Servants) and Ministers
  • Providing ad-hoc analysis and presentations to the business and across finance functions
  • Leading responses and developing resolutions as required for ad-hoc enquiries including PQs / FOIs
  • Leading on departmental Spending Review preparation, co-ordinating activity across Strategic Finance and the wider Department
  • Delivering the regular Strategic Planning Round for the MOD, working closely with TLBs to identify investment and disinvestment choices, and with Financial Military Capability to advise seniors and Ministers to inform their decisions and choices to manage the longer term budget.
  • Act as the key interface between Strategic Finance and the Strategic Defence Review, ensuring emerging SDR thinking is factored in the Strategic Planning Round and Spending Review
  • Liaising closely with HMT on all longer term planning matters, and particularly on Spending Review preparation and negotiations
  • Working closely with the Defence Reform team to agree financial flows, budget-setting, delegations, etc post Defence Reform – and leading in the implementation of these changes.
  • Working closely with finance teams and business partners to ensure their inputs to the Strategic Planning Round are captured in an adequate and timely fashion, and that they understand latest progress and next steps
  • Maintaining the workplan for StratFin’s inputs into Spending Review, SDR and Strategic Planning Round, coordinating inputs across the entire directorate and providing seniors with assurance that the plan is on track
  • Owning the Strategic Planning Round process for Strategic Finance, making adjustments and improvements as required – including based on business feedback
  • Working closely with the Defence Reform team to ensure financial aspects are adequately recognized
  • Supporting strategic finance’s input to Journey to the Cloud (the new MOD finance system)
  • Providing ad hoc support to seniors on strategic planning issues
  • Continuous improvement (5%): including providing support to change projects for the finance systems and software, undertaking user testing and ensuring feedback covers the Strategic Finance perspective.
  • Learning and development (5%): Supporting your own and others’ personal development and careers, ensuring you make time to develop yourself and your peers.
  • This role may also have the opportunity for line management, of up to one HEO or fast streamer, as well as broader matrix management or leadership. You will provide direction and support, prioritising where needed to ensure objectives are managed.
