Responsibilities

  • - Develop, design and manage schemes from inception/feasibility through to post project evaluation.
  • - Manage external multi-disciplinary consultancy teams from within the construction industry as required and make judgements on a wide range of complex estate issues, including design issues taking into account legislation and conflicting demands.
  • - Work on a wide range of Capital schemes from medium size to multi pound developments for the Health Board.
  • - Assist other Capital Estate Design Officers in an advisory role.
  • - Develop, plan and manage Health Board Capital projects, liaising with contractors, stakeholders and suppliers to meet project requirements, budget limits and time frame deadlines.
  • - Be proficient in the use of CAD/BIM to produce technical drawings as well as other packages.
  • - Check and record compliance with current Construction Design and Management Regulations (CDM), building and planning regulations and any other statutory framework regulations, emergency and contingency plans and arrangements and any subsequent revisions, amendments or alterations.
  • - Manage and ensure clear communication, discussions and workshops relating to schemes with department managers and manage user groups.
  • - Provide advisory and professional support including Planning and Building Regulation requirements, site supervision of schemes, preparation of final accounts, and subsequent post project evaluation.
  • - Manage the procurement and construction of delegated capital schemes throughout the Health Board.
  • - Oversee delegated budgets for projects ranging from local projects costing several thousands of pounds to major capital schemes costing millions of pounds.
